Dhekra Khelif
Dhekra is an Organizational Engineering and Investment professional, currently the first female General Partner at Tunisia’s 216 Capital VC Fund, where she operates across a pan-African investment landscape. In this role, she applies organizational engineering to fund strategy, portfolio construction, governance design, and post-investment value creation, supporting early-stage startups in building scalable structures, leadership systems, and execution models.

Since 2011, she has architected and implemented Startup Support Organizations (SSOs) and open innovation platforms—including incubators, accelerators, and corporate venture programs—transforming strategy into operational frameworks that align structure, process, talent, and performance.
Earlier in her career, Dhekra held senior management roles within multinational corporations in Telecom and Technology firms, where she engineered and led multidisciplinary teams across complex digital businesses, including Gaming & E-sport, Content & Telecom VAS, E-tourism, and E-commerce, building the foundations of her expertise in organizational design within large, high-performance environments.
